Are you allowed to under vote in an election. For instance, 3 names on the ballot, I only want to vote for 1

Did you check your bylaws? Do they give instructions on voting?
In my experience, you can vote for only one person if you wish – as in voting for the mayor of a municipality in a civic general election. There are better ways of voting – see https://www.fairvote.ca/prforboardelections/
