    Hi, I belong to a board that believes that the person making a motion and the person seconding the motion don’t need to vote as their vote is implicit in the making of the motion and the seconding of the motion. I’ve skimmed through Robert’s Rules and I don’t see anything like this. I’m of the opinion that everyone should vote or abstain unless there is a conflict of interest. Has anyone heard of anything like this before? (Our bylaws do indicated that meeting shall be conducted according to Robert’s Rules)

    I am not a Robert’s Rules expert, but I disagree with your colleagues. I personally have seconded motions that I thought should be discussed, as I thought the dialogue was important. Frequently I would move minor amendments to tighten up the motion I have seconded.

    Terry Gibson , as usual, is correct . Moving nor seconding amounts to voting . These are separate actions .

    I also note that Robert’s has been adopted re ” shall be conducted ” according to Robert’s Rules . This is a tall order as RONR is a 700 page tome and very difficult unless the chair is trained for that . Better to adopt RONR as a “resource and guide ” in the bylaws as that way the Chair is not married and bound to a strict compliance with RONR.
