In my experience, a key responsibility of a board/condominium manager is to ensure maintenance is done in a timely and effective way. That requires checking of references by them.
I think the board is within their rights to not provide some of this information, some of which is confidential.
However, if the contractor fails to do the work well, the condominium Board of Directors is accountable.
Sometimes we have to trust the board, even though that can be difficult in some circumstances.
Being a board member is a lot of responsibility and not always an easy task.
